Under the “Dutch Model” for sex work, both buying and selling sex are legal. Licensed brothels, escort services, and independent prostitution are allowed and regulated as a form of labour.

Under the “Nordic Model” for sex work, selling sex is generally legal, but buying sex is illegal. Brothels and third-party facilitation of prostitution are also illegal.

From 1945 to 1990, Kosovo was an autonomous region within Serbia, which was part of Yugoslavia. Most of Kosovo is ethnically Albanian and follows Islam.

In 1999, NATO intervened in Serbia on humanitarian grounds to protect the Kosovo Albanian population. Following this, Serbia's police and military forces left the region.
